A rain cover is especially useful for sewn bikepacking bags

Even when the fabric itself is highly water-resistant, stitched construction is usually not the same as full waterproofness unless the seams are fully sealed. Bikepacking.com explains this well in their guide on waterproof vs water-resistant bags: stitched bags can start letting water in during heavy rain, especially through seams and needle holes.

So for riders using sewn bags like Welch, and similarly for OCT-style sewn bags, a rain cover is a very practical extra layer for long wet rides or all-day downpours.
